with reference to your letter of 3rd October

to Er. Kounsey you are doubtless aware that arrangements

have now been made as an emergency nesaure for a

provision of armed guards on British ships carrying

Chinese passengers.

In view of military considerations, such as

interference with organisation and training, it is

considered that these protective measures cannot be

continued indefinitely and that shipowners and ship'a

officers should themselves take adequate meanwes for

internal defence in order to reduce as far as possible

the necessity for military guards.

You will remember that the Firacy Regulations

of Fengkong were recently cancelled in order to meet
